Recognition and role of public health care in public hospitals staffs : Analysis of consensus conference by regions

Abstract
Objectives: The objective of this study is to gain a what is the public health care and the direction of development of public health care through the role and recognition of medical staff in a public hospitals.

Methods: This is a qualitative study of 92 staffs of public hospitals that collected data derived through consensus conferences conducted five times in each area of the country. In addition, the Consensus Workshop Method (CWM) was applied to obtain the final results after discussion and agreement in the order of Stage I(Vision), Stage 2 (Reality), and Stage 3(Choice) to fully collect diverse opinions.

Results: The future goals and direction of public health care were largely agreed upon by the establishment of a public health care system and the support of the community. Obstacles to achieving this were largely lack of human resources and finance, poor governance of public health care cooperation, lack of philosophy and awareness of public health care, and restricting autonomy due to too many evaluation systems and uniform policies. Various projects were proposed as a customized public health care project in the region.

Conclusions: The public health care consensus conference, conducted by nationwide circulation education, provided an opportunity to see the perceptions and experiences of public hospitals staffs. In particular, they mostly agreed that links and cooperation between medical institutions and health institutions are needed through the establishment of governance for public health cooperation when carrying out practical projects.
